Napa County Board reviews grants; approves new Wi-Fi network projects

The Napa County Board of Supervisors held its regular meeting on January 27, 2026, with all members present: Supervisor Joelle Gallagher (District 1), Vice Chair Liz Alessio (District 2), Supervisor Anne Cottrell (District 3), Chair Amber Manfree (District 4), and Supervisor Belia Ramos (District 5).

During the meeting, Chair Manfree and Animal Shelter Supervisor Luis Ambriz introduced the “Pet of the Week.” Doormouse, a two-year-old domestic short hair cat, was adopted before the end of the meeting.

Supervisor Gallagher presented a resolution on behalf of the Board recognizing January 2026 as “Positive Parenting Awareness Month” in Napa County. The resolution was given to representatives from Cope Family Center, ParentsCAN, UpValley Family Centers, and the Triple P Collaborative.

The Board adopted a resolution waiving the California Department of Food & Agriculture apiary registration fee for hobbyist beekeepers with nine or fewer colonies. The Agricultural Commissioner will notify CDFA and update the county fee schedule.

Supervisors also approved and amended Napa County’s 2026 Legislative & Regulatory Platform to strengthen priorities related to utilities regulation, public safety funding, airport operations, and environmental and disaster resilience.

A waiver of competitive bidding requirements was granted for purchasing rescue extrication equipment from Western Extrication Specialists. This aims to maintain standardized Holmatro rescue tools for firefighter safety and training consistency.

The Mental Health Services Act Fiscal Year 2025–2026 Annual Update to Napa County’s Three-Year Plan was approved. This update outlines continued investments in prevention, early intervention, crisis response, supportive housing, and community-based behavioral health services.

An $82,900 grant from the California Public Utilities Commission was accepted to fund digital literacy classes across Napa County through a partnership with Napa Valley Unified School District/Napa Valley Adult Education. Participants will receive instruction and take-home laptop computers to improve digital skills.

Another grant of $28,977 from the California Public Utilities Commission will support installation of a new Wi-Fi network at the Calistoga Farmworker Center. This project aims to expand internet access for residents who need connections for education, healthcare, social services, and other resources.

The Board approved an agreement with Personal Computing, Inc. (dba Valley Internet) to install and manage a high-speed Wi-Fi network at Calistoga Farmworker Center. Funding was allocated for installation and maintenance without increasing rents or user fees for residents.

A donation of $152,698 from Cinco de Mayo Golf, Inc. (Napa Farmworker Center Alliance) was accepted to support improvements at three farmworker centers in Napa County. The funds will be used for capital improvements, equipment purchases, safety repairs, and resident needs.

Empire Landscaping Inc. received a contract for mitigation planting and monitoring related to the Chiles Pope Valley Road Bridge Replacement Project. Additional funding was approved due to unanticipated drilling conditions during construction.

To comply with Measure T requirements on transportation funding eligibility, two resolutions were adopted confirming equivalent funding commitments for Class 1 bike paths and certifying that maintenance spending requirements were met for Fiscal Year 2024–25.

Thompson General Construction (Rubicon Builders) received a contract for facility improvements at 555 Gateway Drive and the future Behavioral Health Treatment Center. The project includes an emergency generator addition funded by Health and Human Services Agency reserves.

The Board heard a presentation on edge line rumble strips along county roadways following community feedback from Silverado Trail’s pilot program. Additional engineering design support services were approved for intersection improvements on Silverado Trail under HSIP Cycle 11.

Supervisors also received updates on walking and bicycling improvements proposed in the Countywide Active Transportation Plan from NVTA staff members Patrick Band and Steve Lederer.

A public hearing addressed an application for Auction Napa Valley’s Category 5 Temporary Event scheduled June 5–7, 2026. After reviewing updated time, place, and manner conditions consistent with county code Chapter 5.36., supervisors approved the application by resolution.

The next regular board meeting is set for Tuesday, February 10, 2026 at 9 am.
