Napa County Chief Executive Officer Ryan Alsop announced on May 8 the appointment of Jennifer Palmer as Assistant Chief Executive Officer and Chief Operations Officer, effective May 11.
In her new countywide leadership role, Palmer will work to align daily operations with Napa County’s strategic priorities. She will focus on operational integration, coordination, and optimization across all county business functions to turn Board direction into measurable outcomes for the community.
Palmer has more than 25 years of leadership experience in both public and private sectors, including over a decade with Napa County. Most recently, she served as Director of Housing and Community Services where she led initiatives such as expanding access to affordable housing and improving services for vulnerable residents. Her work included launching the Affordable Accessory Dwelling Unit Forgivable Loan Program and managing emergency response efforts.
She is also active in local organizations, serving as Treasurer of Fair Housing Napa Valley and a Board Member at Community Action Napa Valley. From 2018 to 2021, she was a First 5 Napa County Commissioner.

Palmer holds a Bachelor of Arts in Studio Art from Santa Clara University and completed Stanford University’s d.school Design for Social Innovation program.
