The Sonoma County Board of Supervisors recently approved a five-year Strategic Plan designed to ensure greater government transparency, racial understanding and equality, and improved housing, health and human services for residents.

"The Strategic Plan will guide the county's services and policies for the years to come," Supervisor Lynda Hopkins, chair of the Board of Supervisors said on the Sonoma County website. "The plan puts our values into tangible outcomes and actions, which reflect our mission to enrich the quality of life in Sonoma County through superior public services. Every Sonoma County resident can expect that they will benefit from this plan – whether it's access to housing and support to get back on their feet, enjoying a healthier future with less greenhouse gas emissions, better roads and bicycle infrastructure, or one of the many other components of the plan."

The theme of the plan is “equity, excellence and collaboration," the report said.

Goals include increasing affordable housing development, locating such units near available transportation and easy access to services. Rezoning of 59 unincorporated urban sites suitable for housing projects will allow for density increases, working in partnerships with developers and community members to start construction on as many (affordable) sites as possible by 2026.

The plan also has a racial justice and equality section to ensure that fairness is observed in county policies, programs and services.

A portion of the plan is devoted to reducing the carbon emission totals of the county under the title “Climate Action and Resiliency.” Carbon-eliminating technology will be promoted to reduce the potential for power shut-offs, and $20 million in funds will be earmarked by 2026 to induce property managers and renters to convert existing buildings into carbon-neutral locations.

Infrastructure improvements are also planned including roads, buildings, property and fire protection, communications and flood protection. A $5 million investment by 2024 will create new or improve existing pedestrian walkways and bicycle trails. Improved water runoff drainage and repair of broken pavements in neighborhoods are also planned.
